ABOUT
Located at the eastern edge of Fairfax County, this CRD includes two dynamic business centers - Bailey's Crossroads and Seven Corners – each capitalizing on its close proximity to downtown Washington, D.C., Arlington County, and the Cities of Falls Church and Alexandria.
The Bailey’s Crossroads CRD is centered on the interchange of Leesburg Pike and Columbia Pike and encompasses approximately 9 million square feet of commercial development, and roughly 3 million square feet of residential development across 431 acres of land. The area is characterized by neighborhood and community-serving shopping centers and a variety of free-standing retail, office and light industrial. Skyline Center is an area landmark.
The Seven Corners CRD is located at the confluence of the Seven Corners interchange, where Arlington Boulevard, Leesburg Pike and Wilson Boulevard intersect. The CRD consists of approximately 3.6 million square feet of commercial development and nearly 600 thousand square feet of residential development across 265 acres of land. Two high-rise office towers serve as an area landmark near the Seven Corners interchange.
Both areas are currently vibrant commercial and retail centers, with a mix of national, regional and locally-owned businesses, and have the potential for future transformation into more urban, walkable, mixed-use centers.

Concepts Survey
The Community Revitalization Section (CRS) has launched a second online survey to solicit community feedback on the proposed gateway signage design concepts for Bailey’s Crossroads and Seven Corners (see below). In the survey, you will find the multiple designs that the graphic design consultants have created based on community input we received from the initial survey and community workshop. Your continued input will help shape a final design that reflects local identity and character. This survey focuses on your preferences and impressions of the presented design concepts. Gateway Signage Workshop Recap
The Community Revitalization Section (CRS) has launched a process for creating gateway signage and banners to brand both Bailey’s Crossroads and Seven Corners. In this effort, CRS is partnering with Crossroads and Corners Coalition (C3) and the Mason District Supervisor’s Office, and has retained the services of graphic design consultants Torti Gallas + Partners and Ashton Design. The goal is to define each area with a recognizable identity and brand. Gateway signs and banners will help identify the boundaries of each area, highlight special places, and convey each community’s unique character, while putting them into context within the greater Mason District of Fairfax County.
In this process, CRS engaged the community starting in May 2025 with an initial survey (Bailey’s Crossroads Survey Results and Seven Corners Survey Results) to determine the special characteristics that define each area. The survey results highlighted the diversity, historical events, and transportation context of both areas. Next, a community workshop in June 2025 asked participants to choose precedents images that reflected several themes the graphic designers identified from the survey results. Following this additional community input, the graphic design team created gateway signage concepts that were unveiled at a public meeting at the end of July 2025. Now, we are asking for your opinion on those concepts with another online survey, open to the public through August 2025.
This is a prime opportunity to guide the aesthetic identity and branding of Bailey’s Crossroads and Seven Corners to enhance the sense of place in each area. Please share your candid thoughts and encourage your friends and neighbors to participate in this exciting public process.
The Design Process

STEP ONE: COMMUNITY SURVEY
The community survey was the first step in the community engagement process for designing the gateway signs and banners. This was an opportunity for the community to guide the aesthetic identity and branding of Bailey’s Crossroads and Seven Corners to enhance the sense of place in each area. The survey is now closed. The survey results are available for review: Bailey’s Crossroads Survey Results and Seven Corners Survey Results. The survey takeaways and precedent images from the June 26th C3 workshop are also available for review.
STEP TWO: CONCEPTUAL DESIGN
The County’s graphic design consultants Torti Gallas + Partners/Ashton Design used the survey responses as well as the feedback from the June 26th community workshop to guide the design process and incorporate the insights and suggestions from the community to come up with several design concepts for each area. The design concepts were unveiled at the July 30th public meeting. A second survey launched the same day to solicit additional community feedback on the proposed concepts. Please take a few minutes to review the proposed concepts and provide your opinion!
STEP THREE: SELECTION OF FINAL DESIGNS
After taking into account the comments on the design concepts from the public meeting(s) and second online survey, the County will work together with the graphic design consultants to refine and finalize the sign and banner designs for each area. The final designs will be shared with the public.
IMPLEMENTATION
Following the conclusion of the design process, CRS will work with stakeholders including Virginia Department of Transportation (VDOT), Fairfax County Department of Transportation (FCDOT), Fairfax County Department of Public Works and Environmental Services (DPWES), and others to permit, fabricate, and install the signs in selected locations in both Bailey’s Crossroads and Seven Corners.
